484 is the number-code tag question. The sound mapping: 四 (sì) ≈ 是 (shì). 八 (bā) ≈ 不 (bù — but with the tone change, 不 becomes bú in this position, which maps even closer to bā). 四 (sì) ≈ 是 (shì). Together: 是不是 (shì bu shì) — “is it or isn’t it? / right?”
The tag question in Chinese often comes at the end of a statement to ask for confirmation, like English “right?” or “isn’t it?” 484 serves this exact function in number code form. You state something, then add 484 to ask for confirmation.
